Take the time to form meaningful relationships with the stakeholders before trying to make a change. Work with people not against them.

Provide support to schools in steps and strategies to address in order for support in being successful and sustainable.

When working with people resistant to change, encourage and support them through the small steps to change and help them see the benefits for them and their students, while they come around to seeing the change as part of their own ideas as you work with their personality to accommodate their reasons behind their resistance and embrace that change with them through supportive assistance and encouragement. Small steps to change, makes for more success.
